Contribution in TNMGRMU
His Excellency the Governor of Tamil Nadu and Chancellor of The Tamil Nadu Dr. M.G.R. Medical University appointed Dr. Mayilvahanan Natarajan as the 7th Vice Chancellor of the Medical University from 11-12-2009.
During the investiture function, Dr. Mayilvahanan Natarajan stated that
"After serving the State Govt. of Tamil Nadu for more than 36 years, as a teaching faculty in the speciality of Orthopaedics, I assume charge as the 7th Vice Chancellor with a pledge that I will lead this University with my Head and Heart, guided by my Faith. I have determined to open the Book on a new and reconstructed future for the Medical University. I have also determined to complete all my vision in 3 years’ time, as the term of Vice Chancellor is for this period only".

Academic development:
a) Reforms introduced in the Exam. Pattern:

Separate passing minimum of 50% marks has been introduced for each Section (Section A and B), each paper and each component viz., Theory, Practical/Clinical, Viva, IA etc.

OSCE (Objective structured Clinical Examination) and ward rounds in the evaluation methods. Problem solving in clinical situations while treating patients was given more importance than theoretical knowledge.

b) Starting of New Programmes:
For the first time in the history of any medical University in India, the Clinical Fellowship Programmes in each Medical speciality has been started. By introducing these programmes, the hospitals have become the temples of learning.

For those qualified with PG qualification in clinical subjects, the Post-Doctoral fellowship programmes and for those with MBBS qualification, 1 year/2 years Fellowship Programme in Medical Sciences have been introduced.

The post-Doctoral Fellowship Programme with eligibility of MDS qualification and Fellowship Programme for those qualified with BDS in Dental Science have been introduced.

For those with 12 year schooling with any subject, Job opportunity courses in Allied Health Sciences viz., B.Sc. Degree 17 courses, PG Diploma 4 courses and PG Degree M.Phil. (Clinical Social Work) 9 courses have been started.

Similarly, for the benefit of those students who have completed 10th standard, job oriented Diploma courses in Allied Health Sciences have been introduced.

M. Med. in Family Medicine under Distance Education with 2 years duration has been started.

c) Adjunct/ Visiting Professorship:
Scheme of awarding ‘Adjunct Professorship’ to the Clinical Medical Teachers, ‘Visiting Professorship’ (both National and International) were introduced
d) University Medals:
Medical University Medals have been created for all the courses of Medical/Dental/Ayush and Allied Health Sciences for which no endowments are available. The total number of award of medals was increased from 79 to 163.

Administrative development:

Introduced Biometric system for attendance purpose for all Officers and staff of the University.

The University is celebrating Doctors’ Day, Dentists’ Day, Ayush Day, Pharmacy Day, Nurses Day and Physiotherapy Day to highlight the dedication and Professionalism of the health care providers. Senior teachers, eminent personalities in their respective fields are conferred with “Life Time Achievement Awards”, Best Teacher, Best Doctor / Dentist / Nurses / Pharmacists / Physiotherapist awards in all the four fields.

“Best Staff award” in each category is given on the celebration of University Day.

The long pending demand of staff (more than 2 decades) for pay on parity and nomenclature with their counter parts of University of Madras has been sanctioned w.e.f. 1.1.2006 with monetary benefit from 1-1-2010 with the assent of His Excellency the Governor-Chancellor.

Scales of pay to the Professors, Readers, Lecturers working in various Departments of this University were made on par with their counterparts in the Dept. Of Medical Education, Govt. of Tamil Nadu. The nomenclature of Readers and Lecturers has been changed as Associate Professors/ Readers and Assistant Professors/Lecturers

Inspection and Affiliation fees from the Govt. Medical Colleges to the tune of Rupees one crore fifty three lakhs thirty thousand only pending for over a period of decade have been collected;

To shorten the waiting time for issue of Degree Certificates, two convocations are conducted every year;

The International Organization for Standardization has conferred ISO 9001:2008 Certification on the University. The scope of activities covered under this Certification is provision of Medical Education Services and Regulating Medical Colleges and Allied Educational Services. The Hon’ble Chief Minister of Tamil Nadu handed over this Certificate to the Vice Chancellor during 22nd Convocation held on 3-11-2011.

As a part of Silver Jubilee Celebrations, during the 22nd Convocation held on 3-11-2011, the Hon’ble Chief Minister of Tamil Nadu has laid the foundation stone for the construction of Silver Jubilee Guest House and Auditorium in the campus. The construction activities have been started through PWD and have been completed.

General Statutes, Service Statutes, Employees’ Conduct Statutes, Convocation Statutes, Affiliation Statutes for all UG/PG Degree courses in Medical/Dental/Ayush/Allied Health Sciences which were prepared at the nascent stage of the Medical University have been revamped and standardized comprehensively incorporating all the amendments made subsequently with the Assent of the Chancellor.

Affiliation Statutes for newly introduced Post-Doctoral Fellowship and Fellowship Programme in Medical / Dental and for all Allied Health courses have been prepared and the Assent of the Chancellor has also been obtained.

Reforms in finance and accounts:

Computerized accounting has been introduced

Double entry system of accounting was introduced to give a complete picture of the financial position of the University.

The scientific method of “Accrual Based Accounting” was introduced w.e.f. 1-4-2011 to bring in transparency, accountability and effective financial management and reporting.

All the Assets and Liabilities of the University were brought into the books of accounts and effectively monitored. Arrears of dues from any educational institution and expenses to be paid for will be clearly depicted in the accounts on par with Corporate Sector.

This Medical University is the first of its kind amongst all the Govt. Universities in our State to introduce this system.

A new system of remittance to the University by the Institutions and Students through RTGS/NEFT has been introduced by which the amount remitted is instantaneously credited to the University Account.

The system of Payment Gateway has been introduced. Through this system, the students from abroad can apply for any service to the University.

IT returns have been filed claiming an aggregate Income-tax refund of Rs.17.70 lakhs deducted at source by some banks on the interest paid to the University on the deposits

Examination:

The University has 62,000 students in about 600 affiliated institutions. Conduct of herculean task of University Examinations made easy through online system. From the stage of Registration of students on their admission in various courses in the affiliated institutions till the issue of Degree Certificates in the Convocation.

Entry of attendance and IA to find out the eligibility of candidates to appear for the exam., Examination application forms, Hall tickets, List of candidates eligible for University Examinations, entry of theory marks by the valuators, entry of oral/practical marks are done by the Institution through online system.

Online Question Paper Delivery (SEQUEL) is done

Online application system for issue of Eligibility Certificate and Migration Certificate has been implemented from 2011-12 academic year onwards.

The Med-ej, the official Medical e-journal has been launched. It is the first Medical e-journal of this University. All Post Graduates have to submit an article.

Under E-Dissertation Project, more than 3000 Dissertations submitted by the students over a period of time, are made available for on-line access by students and faculty.

The Anti-Plagiarism software for finding out the percentage of copying in the Dissertation and research work is implemented.
